AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the stances of these parties, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, implying the runner-up party is most likely to supply the future head of government.

Unintentional Bias Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
